Mokhber is heading a high-ranking economic and political delegation during his trip to Moscow that hosts the forum on Thursday.
Upon arrival in the city, he told reporters that the expansion of cooperation with neighboring countries is among the key policies of the administration of President Ebrahim Raisi, adding that Russia has a special place in this regard.
In addition to addressing the Second Caspian Economic Forum, Mokhber is due to meet with a number of his counterparts as well as officials taking part in the gathering.
The first Caspian Economic Forum took place in Turkmenistan in August 2019.
Iran, Russia, Turkmenistan, Kazakhstan and the Azerbaijan Republic are members of the forum.
